No. It wasn't a bug in yum but the way things are packaged. Yum is correctly doing its job.
I did early on ask if what I was seeing was a bug. I was hoping someone would help me pinpoint the source so that maybe a bugzilla could be filed against the appropriate package if it was a bug.
If you consider something a bug, just file it. I am sure the plugin developer would want to know about potential issues.
