It's not recommended; but, yes you can. Install
fedora-release-6.4-noarch.rpm, first. Then edit, review, and change

should be fedora-release-7-noarch.rpm.
all your FC6 yum .repo files to point to the F7 repos. The
repositories have changed to pay attention. Extras has been merged
into the Everything repository.
