I see. it is created by make install! Actually it create a subdir ~ and copy the file here whil it should copy the file in ~/
I am a big problem with XS to generate my library with fedora 22 I cannot make them run anymore.
I used to do perl Makefile.PL make make install
I do not know are to solve this issue!

None of my systems have this. Something you're running or doing must be creating it.
Delete the directory and take notice if it gets recreated.
Is it possible that at some point you make a typing error and added a space to with in a mkdir command such as....
mkdir ~ /qqq ?
