For your case I would recommend to read
https://fedoraproject.org/wiki/DNF_system_upgrade and article how to repair
broken system here:
http://dnf.baseurl.org/2016/12/15/repair-of-broken-system-with-dnf-2-0/ .
And don't worry even if you are unable to start your system, you can try to
fix the problem according to second article.

The yum repos all point to fc24.
