It's a packaging bug, of sorts, to do with the location of the basename binary. Quickest workaround is to uninstall the two packages, perform the upgrade, then re-install the two packages again. Alternatively, you could switch to OpenJDK and an alternative PDF reader of your choice, but that depends on your usage case.
Before upgrading uninstall Adobe Reader.
Once you've upgraded to F29, then
First: dnf install libidn1.34-1.34-1.fc29.i686
Then, rpm -ivh --force AdbeRdr9.5.5-1_i486linux_enu.rpm
But YMMV & fyi,
