Because the code base of yum is 10+ years old and is very difficult to maintain. Dnf was forked from yum with a goal to refactor the code base so it can be around for another 10+ years.
Also, dnf is built on top of the 7 year old dependency solving library from openSUSE, so it's not exactly reinventing the wheel either.
