Of course. I've formatted likely thousands of them. However, there
is a well-defined meaning to "format a DVD-RW" and "format a
DVD+RW".
There is not, AFAIK, any well-defined meaning to "format a CD".

It is pretty well defined to me. I want the CD-RW to act just like the
foprmatted floppy relative to manipulating files stored on it.
