Adding "--skip-broken" has no effect.
Can I just remove the package network-scripts-openvswitch or will this kill my network connectivity?
Forgive my ignorance... are you trying from F39 to F41?
If you are on F39 or F40, you might try some of the cleanup tasks at https://docs.fedoraproject.org/en-US/quick-docs/upgrading-fedora-offline/#sect-optional-post-upgrade-tasks. The section "Cleanup Old Packages" looks interesting in this case.
