Wouldn't be better to use -j with no argument? The make manual states: "If the -j option is given without an argument, make will not limit the number of jobs that can run simultaneously."

This is the CPU scheduler not maximizing usage. Try this next time:
nice -n -20 make -j6
Or choose any nice level which fits better for you, "man nice".
