Due to previous issues, I always make sure that at least dnf and systemd are fully updated before doing system-upgrade. And the process specifically asks you if your system is up-to-date before starting.

The reason I noted it was that it is easy to think that because everything is getting updated anyway, why bother.
The document explicitly says to make sure everything is *updated* before *upgrading* versions. Or to put it another way, RTFM ...
