I think this was a file collision with quassel. It has been fixed (at
least here).

You can still proceed with the installation . It just informs you
about skipped packages.
I used
dnf -x iptables-services update
to let the rest of the updates go through. Then when the quassel
problem was fixed, the update just went through.
