I'm not a Gnome3 fan in any way, but googling for things, it appears you must bugger a file. See this:

what happens when you hit CONTROl-"-" (minus) control-+ makes them bigger.. control-"-" minus should make them smaller.. works in browser also..
It does not much. Actually it only change the spacing between the icons! There are only 3 increments.

You have to give us more info. Which desktop are you using (KDE, Gnome, XFCE, etc.) and which window manager are you running (xfwm4, lightdm, metacity, etc.)? They all behave a little differently.
