setting
clean_requirements_on_remove=False
in /etc/dnf/dnf.conf may help

Danke guys.. the solution was a combo of Ed and Todds suggestions: sudo dnf --exclude='qemu* libvirt-*' remove gnome*

I did try editing dnf.conf per Rex but a subsequent sudo dnf remove gnome* still showed all teh deps.  Unless a reboot was in order...
