Perhaps there is a difference in the firewall settings between PC1 and PC2?
Do you know what protocol the print server router is using to advertise the printer on the network? It might be SNMP (i.e. responding to SNMP broadcast requests), or mDNS, or possibly NetBIOS/SMB.
