grub2-install --force /dev/sdXY can work, even though it's not recommended upstream. I think it's still some confusion over something in fstab listing something that isn't found during startup.
It might be useful to see the /etc/fstab. Also, booting with rd.timeout=60 would at least get it to a (dracut/initramfs) prompt and from there mount any partition or USB stick, and save out a copy of the journal: journalctl -b > /path/to/rw/mount/journal.log
And then post the journal.log and /etc/fstab somewhere.
