Which release are you using? FC2, FC3, or?
Which kernel are you using?
Who are you when trying to burn the CD? regular user or root?
Since the 2.6.8 kernel a regular user has not been able to burn a CD.
Some people have said the 2.6.9 kernel allows regular users to burn CDs
again, but that has not been the case for me.
I had the same problems; after
running k3bsetup (that changed the
rights) there is no more problem to burn as normal user.
