I've not done this, but a little googling and reading shows that to create a bootable live USB drive under windows you should download and install on window the "MediaWriter".

Run it, and follow the instructions.
My bad. The file was corrupted. I forgot to check the SHA256 hash. When I did, the file was corrupt. I reloaded and it worked fine (though there's another issue I'll ask about in a different post).
