dnf update just took about 20 minutes at 100% cpu to get past the cleanup step in breeze-icon-theme, made it past a few more things rapidly, now is using 100% cpu in cleanup of oxygen-icon-theme.
What on earth is it doing? I guess my system will be really really clean if it ever gets done :-).
