No, but youtube-dl sees that you have the complete file and won't download it again.  You need to delete the existing file before trying to download again.

Also, what no one mentioned is that if you add "-F" to the command, it will list all the possible formats and resolutions to download the video in.  There are even options to get the audio or video only.
