I think this is an inbound request but ip-addr in SRC is same as mine which I get from dsl-router through dhcp.
Can any one explain this to me please and also if anything needs to be done about it.

The destination address is 239.255.255.250. That's a multicast address. So it is sent to all systems on the LAN when you send it. That includes your system as well under certain circumstances.
