I've not played with IPv6 yet, and on my system it "just worked". So
I'm not sure what to suggest. Is there a systemd udev target?
What is a systemd udev target? Do you mean this:
# systemctl status udev.service
udev.service
Loaded: not-found (Reason: No such file or directory)
Active: inactive (dead)
