Check and see if your system is using IRQ 11 for PCI devices.  That is
why the IRQ is blocked.

Thanks for the command in Fedora.  I found that I can set up to four
different IRQs for PCI IRQ steering.  I used to know how to set
particular devices to a certain IRQ.

Try irqpoll. I works for me, although i've had a couple crashes since then, and i wonder about its effects on performance.
