There is a postgresql-upgrade package that you need to install.  When you try to start postgresql, it will tell you the command you need to run to upgrade it if necessary.

I'm running 9.6.8. Does the F28 upgrade automatically run postgresql-upgrade or does the user run it after the upgrade to F28 is complete?
