Yes indeed, try the following:
sudo dnf config-manager --add-repo https://download.opensuse.org/repositories/network:/im:/signal/Fedora_$(rpm -E %fedora)/network:im:signal.repo
sudo dnf install signal-desktop
# add --nogpgcheck if there is no public key
Works for me: updates are along with other dnf updates.
Note that you will need to uninstall signal-desktop and reinstall upon an upgrade (has been my experience in the last several cycles).

But all of the instructions for finding rpms, installation, etc., are either stale or unusable (installation fails; too many depencies that are not findable).
