The basic url operates within the browser the curl cmd generates a timeout (7) error.
Browser vs command line is sometimes proxy vs no proxy, depending on your settings.
My go to for debugging opaque stuff like this is strace:
strace curl ........
which will at least show you the OS call that timed out - that can be illuminating.
