dnf downgrade pkcs11-provider # (or remove it entirely) systemctl restart wpa_supplicant.service
and follow https://bugzilla.redhat.com/show_bug.cgi?id=2326839.https://bugzilla.redhat.com/show_bug.cgi?id=2326839
