This has actually been changed for a while...
I think it changed back in FC3, when I noticed it and asked the same question. :)
In "~/.gconf/desktop/gnome/interface/%gconf.xml", set gtk_key_theme to "Emacs". You may prefer to edit with gconf-editor.
Indeed, this works perfectly for me.
There used to be a way to set this in the preferences, but it was taken away. I guess those of us who like consistent key bindings are just trouble-makers. ;)
