The fix was 1 things..

1 - mail_location = mbox:~/mail:INBOX=/var/mail/%u

2 - chmod 0600 /var/mail/*

Then I finally started getting my email.  Thought there was a
permissions issue but couldn't nail it down until I started checking
more maillogs in more detail.

Works now though, but thanks.
