I don't know if it's coming from the dock's usb chipset or the usb-sata adapter on the drive. That adapter has a chipset on it also. These are exactly the sorts of problems often resolved by putting both drives on a USB hub, and then the hub into the dock.
Just to close this off, I did some Googling and came up with this:

I blacklisted the dock in /etc/modprobe.d/blacklist_uas.conf, rebooted, and the delay problem disappeared.
