Even with support for DDNS, I wouldn't use it for a real webserver. Anytime your IP changed, you'd lose traffic until the rest of the world caught up with the changes. And the next person who got your old address gets assailed with all the traffic that used to be heading in your direction.

I should have mentioned, not talking about other places, but here in Taiwan it seems the TTL on dynamic IP's is rather long. My nephew, while he doesn't run a web server, has told me he gets the same IP address even if his notebook has been off for a day or more.
