I fresh installed Fedora 24 on my laptop and it has edge scroll, but vertical only, no horizontal option. I didn't update yet though.

The only oddity is that after an update the scroll direction got reversed (more like touchscreen scroll) and I haven't looked into how to fix it since she said she could get used to it.
