No: the -via option of vncviewer is a short way to setup an ssh tunnel to the SERVER running Xvnc (vncserver).
Well, if I do as you say it fails for me in the same way as it fails for Patrick.
If I use the format I show, it works just fine.
FWIW, my server is on a KDE based system.
