Are you using the RPM from http://macromedia.mplug.org/? Try adding the following into your /etc/yum.conf:
[flash-plugin] name=Macromedia Flash plugin baseurl=http://macromedia.mplug.org/apt/fedora/$releasever
Then give the command: yum install flash-plugin
