What's the output of: gsettings get org.gnome.software show-upgrade-prerelease
If it's not "false", then you can run the following to reset it and only get notified of GA releases: gsettings reset org.gnome.software show-upgrade-prerelease
If it's "false" already then it may be a bug in gnome-software or somewhere else. Let me know how it goes and I'll get it passed along to the right people if it's still not working as expected.
