I'm not sure. I run the radeon driver and never see those messages. Are you running atom hardware? I am running x86_64.
I am running x86_64 too on a Dell laptop (latitude E6540) with AMD/ATI Mars XTX Radeon HD 8790M.
lshw| grep -i atom returns nothing.
I found that the reason my system took a long time to shut down was that I was running a daemon that didn't respond properly to kill -15 from systemd. So I kill -9 that daemon before shutdown, and shutdown occurs quickly. Perhaps you have a similar problem?
If it is the radeon driver locking and causing your problem on atom hardware, you should open a bugzilla to let the developers of the radeon driver know that there is a problem. It is unlikely that they read this list.
Someone has reported a similar problem on bugzilla.rehat (https://bugzilla.redhat.com/show_bug.cgi?id=1398971) without any success... no answer at all! (This is more and more the case on bugzilla.redhat)
