What is the latest version of 'glibc-kernheaders' ? If there is a new RPM for 'kernel' will there be new version of ' glibc-kernheaders' ?

yum install glibc-kernheaders
If you want to compile a kernel specific module you need the kernel-sourcecode package.

Summary : Header files for the Linux kernel for use by glibc Description : Kernel-headers includes the C header files that specify the interface between the Linux kernel and userspace libraries and programs. The header files define structures and constants that are needed for building most standard programs and are also needed for rebuilding the glibc package

No. If you need kernel specific headers you need the kernel-sourcecode, as I already said.
It may be helpful if you say what you want to do, so the answers could be more target fitting.
