I am looking for mpi-default-bin and mpi-default-dev for fedora These packages are available for ubuntu and debian.
What do you suggest?

Those are debianisms. The Fedora OpenMPI and mpich packages drop in files into /usr/share/modulefiles/mpi and you need to use Environment Modules (`module load mpi/mpich-x86_64`, for mpich MPI) to use them.
The debian way of doing things isn't portable to Fedora, I suggest looking at the documentation for Environment Modules (Lmod, on Fedora): https://lmod.readthedocs.io/en/latest/
You'll need to load a module before running any MPI commands, or you can pre-load the module by running them in your dotfiles or shells scripts.
