I'm sure that he meant only for data partitions.

** UPDATE **
Having tried the ~/bin concept, I see that I don't like it, and don't 
need it. So I scrapped it. Actually, the app works file when run from 
its own directory (where its support files reside).

Ah - if I misinterpreted these comments, please disregard my
incredulity.

You could use the ~/bin directory anyway to put a symbolic link to the
application binary. Then you don't need to add anything to your $PATH to
run the program without qualification.
