In versions up to Fedora-34, dragging a window icon in the pager from one desktop to another used to move the related window from that desktop to the other. This no longer works. Has the function been removed or is there some option that needs to be set (or whatever)?

As this looks to be a KDE issue you may have better luck on a KDE mailing list.

This works for me:
* plasma-desktop-5.22.1-1.fc34.x86_64 * kf5-plasma-5.83.0-1.fc34.x86_64 * Graphics: X11
