ICE with x264: redhat bugzilla down ?

I get an ICE building x264, and want to submit a report on bugzilla. I 
fill out the form which seems to work.But on submit:

This site can’t be reached

The webpage at https://bugzilla.redhat.com/post_bug.cgi might be 
temporarily down or it may have moved permanently to a new web address.
ERR_ACCESS_DENIED

I've tried with chrome, firefox and midori. Same result.

It works fine here, too.  Try using this site to check it: 
http://downforeveryoneorjustme.com/# and if it doesn't report the site 
down, complain to your ISP.
