For some reason whenever I try to configure Libreoffice, for instance to change the default language setting, or try to change the font in a document, Libreoffice keeps crashing. I get the following error message:

If you're in trouble it's good practice to start with a fresh config. $ mv $HOME/.config/libreoffice $HOME/.config/libreoffice-backup

It's pretty obvious that you're missing the RANDR extension in your X system. Lots of things will break if that's missing. You should check your /var/log/Xorg.0.log and see what the problem is. I don't have an ATI graphics card (three nVidias and an Intel here), but you should see a line sort of like:
[ 127.252] Initializing built-in extension RANDR
in that log file (the number in the square brackets will be different... it's a timestamp). If you don't see it, get that sorted out first.

I use the proprietary drivers because they work better with my dual monitors than the generic.

You should check whether the LO's option - "Graphic output/Use HW acceleration" has any effect in this particular case. I assume you know, proprietary SW ain't supported on Fedora. Besides the kernel module is only the part of the story, so it's recommended to upgrade to the latest Fedora version. Meanwhile you can test whether the problem is related only to the particular kernel video module.
You can try the following:
- Backup the Xorg configs: # mv /etc/X11/xorg.conf /etc/X11/xorg.conf-backup # mv /etc/X11/xorg.conf.d/ /etc/X11/xorg.conf.d-backup
- Download & install rawhide kernel - test w/ radeon(.ko) http://dl.fedoraproject.org/pub/alt/rawhide-kernel-nodebug/x86_64/ # rpm -ivh kernel-3.12.0-0.rc2.git3.2.fc21.x86_64.rpm
- Reboot to rawhide kernel
- Check the LO start up
- Reboot to previous kernel
- Restore the Xorg configs: # mv /etc/X11/xorg.conf-backup /etc/X11/xorg.conf # mv /etc/X11/xorg.conf.d-backup/ /etc/X11/xorg.conf.d
What are the results regarding the LO start up?
If none of this helps what I most recommend, try to contact the radeon devs and help them iron the bugs. This is the only true way. Good luck.

This isn't Windows, it's highly unlikely that any system or application files have disappeared thanks to some other application being installed, nor due to filing system or operating system foul-ups. So re-installing rarely makes any difference. If the application is faulty, putting it back on will be the same (though putting an older version back on, if that's possible, which it mayn't, that might help in the short run). If the application was fine, putting it back on will be the same.
It tends to only be things like hardware faults that cause random screwups, and if they're the cause of an install failing, or a failing hard drive losing some data, they're the fault that actually needs fixing, as it will re-occur, and re-installing doesn't fix those types of faults. So, you check the cooling fans are working, you check that all the plug-in boards are firmly in place (if you've moved a PC about, things do shift internally unless you have a very heavy rigid case, so pull them completely out, then plug them back in), you do memory tests (e.g. memtest86), you check the hard drive for errors (e.g. SMART).
If there was something wrong with your personal configuration files, they're completely independent from installs and uninstalls. You need to deal with them separately (move them somewhere else, rename them, delete them). Another poster has covered how to do that.

Running Mate, new install, fully updated, and Libreoffice has had problems from the beginning.
