Online Fedora documentation seems to be intentionally broken. The site has been redesigned and all links fail. Every link redirects to the site main page and the main page does not include any search function.
Specifically, the RPM guide (a document which has been in "draft" status for a long time but is extremely useful nonetheless), is nowhere to be found. It was at https://docs.fedoraproject.org/en-US/Fedora_Draft_Documentation/0.1/html/RPM_Guide/.

You can find it under the "F25 and earlier" documentation link from the front page. Specifically, it's now at https://docs-old.fedoraproject.org/en-US/Fedora_Draft_Documentation/0.1/html/RPM_Guide/index.html
You're right that this is somewhat intentional; while there are bits of the older documentation which are still relevant, a *ton* of it is so out of date as to be more harmful than helpful. The Docs team would love help bringing the material that _is_ useful into the new system.
