Actually, it does not help:
This is the recommended upgrade method for Fedora Workstation.
In Fedora Workstation, when the next stable release is available, a graphical notification will appear similar to the update notifications. Clicking this, or running the Software application and going to the Updates pane, will display a simple graphical interface for upgrading the system.
"Fedora Workstation" is gnome. And eh utility mentioned does not exist in MATE and Xfce.
You probably would have know this if you also provided customer support.
I run MATE desktop and I followed the instructions listed here:
https://docs.fedoraproject.org/en-US/quick-docs/upgrading-fedora-offline/
and all went well on 3 systems.

So far I have updates two of my four compute using the Command line method. So far, no issues.
One of the computers is Xfce and MATE. The other is MATE.
