This is an issue for my fedora box only. I get the error that "the message could not be sent b/c connecting to smpt server failed. The server may be unavailable or is refusing smpt connections. Please verify that your smpt setting is correct and try again, or else contact your admin. All setting are the same as xp and my suse partitions?? Does the permissions for t-bird have to be set to read and write for users to send mail??? Any help is greatly appreciated. I have posted this in three other sites forums w/o a single reply.

Can you actually get a connection to your SMTP server?
$ telnet your.smtp.server:smtp
(replace your.smtp.server with the hostname of your SMTP server)
If you get a connection, type "QUIT" to exit).
Paul.
Sorry i have been away for a while. This is what i'm, showing when i followed your instructions.--------------------Connected to smpt.charter.net.net (67.15.129.30). Escape character is '^]'.
No more connections are allowed to telnet server. Please try again later.Connection closed by foreign host. Thanks in advance.

I don't know what the original question was...but if you trying to test SMTP mail you need to use the port option in the telnet command.
telent smpt.charter.net.net 25
From my end I get
telnet: connect to address 67.15.129.30: Connection refused
Which seems to indicate that system is not running a mail server, is blocked by a firewall, or the mail server is not configured properly
