Fedora low level tools

Are there any generic vanilla tools for Linux or specific to Fedora
that can run in standalone mode from a bootable cd/dvd  and can be
used to undervolt (i.e underclock) or overvolt (overclock) the cpu?
Especially for the unlocked AMD cpu's.
