I am trying to install a HP laserjet 3600n via hp-setup. Hp-setup wants to install a plugin which it can't seem to download and complains about an incorrect checksum. When I log into CUPS, it tells me that the plugin is required in order to print in color. Any clues on how to fix this and get the plugin?

You don't mention a Fedora version. Workstation (Gnome) should be able to use "driverless" (aka Airprint/ipp) configuration via Settings/Printers "Add Printer". I suspect CUPS is trying use a legacy open source configuration.

"latest hplip" Do you mean the Fedora packaged version? Or upstream HP packages? (rpm -q hplip / rpm -qi hplip)
"unless I downgrade" To which version? How are you downgrading? Commands? Versions? Again, rpm details?
"dnf search hplip" shows there's a bundled, (presumably) tested Fedora version. You mention hp-setup, that is provided by Fedora (dnf provides hp-setup), but if you're running an upstream version you might run into library/linking compat problems.
For starters compare "ldd /usr/bin/hp-setup" for the 'working downgraded version' against the non working version. If you have borked deps...

Potentially, from a quick skim it seems these plugins are proprietary binaries. I don't know if the checksums are maintained upstream or in the hplip package, but upstream would make more sense.

Try running `hp-setup` with the `-g` option for additional debug info, or `-lerror`.
You haven't stated the actual error, but I've just run hp-plugin myself and see the problem:
error: /home/wmcdonald/.hplip/hplip-3.25.2-plugin.run file does not match its checksum. File may have been corrupted or altered

The workaround for now is to download the plugin package, unzip and then point hp-setup or hp-plugin at the expanded archive.

I have the same issue with a different HP printer. Trying to do
./hplip-3.25.2-plugin.run
results in
error: fedora-41 version is not supported, so all dependencies may not be installed. However trying to install using fedora-40 version packages.
Then later I get
SELinux must run in permissive mode or it must be disabled for HPLIP to function properly. Please run SELinux in permissive mode or disable it before continuing. To complete the install in Fedora you must quit the installer at the printer setup stage, log out, log back in, and run hp-setup.
I have updated the plugin on my printer using the hp-toobox gui for years and it has never complained about the SElinux mode.
I currently have SELINUX set to enforcing and SELINUXTYPE set to targeted, and it has been this way since 2020.
