Mate:
I have three menus on my launcher: Applications, Places, System.
How do I create a fourth menu?
Please note, I am not asking how to add a item to the menu. It is the drop down menu I want to create.

As far as I know: you would need to define a new extension. The simplest one that I'm aware of is the Places extension, so that's probably a good one to review for an idea of what's involved:

I agree with the answer being "you can't", but for a different reason.
I don't think it has anything to do with gnome-shell-extensions. On an MATE system the only one that is installed seems to be....

Also, if you use "Add to Panel" on the bottom panel one of the choices given is "Classic Menu". This puts a widget?? on the bottom panel which contains the same info/choices as that on the top panel.
So, IMO, whatever "Classic Menu" is, would need to be rebuilt to add a 4th entry.
