You need to find the right driver for the webcam.  The first step is to try a 
google search for linux+webcam+compatibility.  With any luck you'll find your 
model listed on the compatibility lists with an indication of the driver 
needed.  If not, try a google on linux+your_webcam_model_number/name.  That 
will probably give you some mailing list messages about it, and the driver 
will get a mention.

If all this fails, give this list the make and model of the webcam.

Before doing that, I'd try running something like GnomeMeeting or Ekiga
(same program, it's named changed to ekiga a while ago), and see if the
webcam you have works with the already provided drivers.
