Is this for old users? Do you get those if you add a new user and login as the new user?
What is the contents of /etc/xdg/user-dirs.defaults

Ditto on the strange directories.
They appear after you login into your window manager (is that the right term?); in my case it is Xfce.
Test: Delete strange directories (they're empty AFAIK).
Logout.
<ctrl-alt-F2> (to open a terminal window) Login Check for strange directories in $HOME.
(None, right?) <ctrl-alt-F1> (back to WM login) Login
Check $HOME for strange directories.
Today mine looked like this: drwxrwxr-x 2 pyz pyz 4096 Jan 14 09:16 ''$'\360'','$'\377''^^U'

The workaround is to delete /etc/xdg/autostart/org.freedesktop.problems.applet.desktop (a symlink) unitil new abrt packages are available.
