My understanding of that quote is that older versions of TB cannot be
upgraded to version 78.0, but rather that it has to be freshly
installed. I don't use TB but assume that this refers to the in-program
update process (Firefox has a similar procedure), which Fedora users
won't generally be using anyway. I assume Fedora will continue to
support TB via the package manager as usual.
And, FWIW, I would not be updating to TB 78 until there is a clear update patch since they
note...
Add-on support: As of version 78.0, Thunderbird only supports MailExtensions. Your
favorite add-ons may not have been updated for compatibility.

default in the initial 78.0 release. See the wiki for how to enable and help with
